Yes you can earn this credit anywhere. You can buy RECs and offset from outside the country or demonstrate equivalency if using another system not currently recognized in LEED.

does the certificate of purchase have to be at substantial completion to comply with the credit? or can it be purchased prior during construction?

The timeframe of the purchase is the only issue. It can be a prior purchase but any timeframe required by LEED starts with occupancy.

Page 466 Green Power and Carbon Offsets, STEP-BY-STEP GUIDANCE, STEP 6:
For U.S. projects, the offsets must come from greenhouse gas (GHG) emissions reduction projects within the U.S.
Page 471 Green Power and Carbon Offsets, FURTHER EXPLANATION, INTERNATIONAL TIPS:
Projects outside the U.S. are not required to purchase products from the country in which the building is located.
