I'm modeling a baseline model (System 5) and I have to apply G3.1.3.13 of ASHRAE 90.1-2007: "Minimum volume setpoints for VAV reheat boxes shall be 2.15 l/s*m^2 of floor area served or the minimum ventilation rate, whichever is larger".
During unoccupied hours the minimum ventilation rate is equal to 0, the setpoint temperatures are lower (e.g. for the heating setpoint 15°C instead of 20°C), and the system works “cycling” (par. G3.1.2.4). Shall the minimum volume setpoints for VAV reheat boxes be equal to 2.15 l/s*m^2 also during unoccupied hours? Or shall it be equal to 0?

They can be cycled during the unoccupied period. So 0 when off and 2.15 when they cycle on.
