The commissioning requirements for LEED 2009 for Commercial Interiors apply to the "Tenant space" that is within the LEED project boundary. This means that commissioning of central systems installed in association with the core & shell portion of the project that are outside the "Tenant space" are not required to be part of the CI commissioning scope. Please note that since the original systems were probably installed without the terminal systems included, the air and water systems as well as the building control systems may not be configured correctly to support the new systems. Ensure that your test and balance provider, building controls provider, as well as your CxA are aware of the original setup of the core & shell systems. The CxA should not be required to repeat the commissioning on the existing systems.
