I have a subcontractor that purchased COC certified materials from COC certified suppliers. The subcontractor modified materials and installed, are they also required to carry a COC certification?

If they did more than trim items to fit, then yes they must also continue the COC chain and provide the proper documentation. For example, if they bought FSC plywood and made cabinets, they must have the COC.

I have a similar case. The subcontractor purchases certified wood from suppliers with the COC number. The subcontractor will cut and paint the wood. Is he also required to have the COC?

I believe it also depends on whether they do their modifications off-site or on-site. If they do all of their cutting/painting/modifying on-site, my understanding is that they do not need a COC as the wood has already reached its final destination. But if they are doing those modifications off-site, then they would need a COC for their final "product" that they are shipping to the site...
