Hi Maria,
FSC isn't an approved criteria for custodial paper products under EBOM v2009, but it is under v4 (see http://www.usgbc.org/node/2614343?return=/credits/existing-buildings/v4/...). So I think you could try counting it as sustainable and provide the v4 requirements as justification. It seems silly not to allow FSC paper for custodial products when it's acceptable for office paper under the MR credits!
