Fresh Air & R-Values

Dear All, I want to know that is it mandatory in LEED that we must have a fresh air in each occupied spaces of a project OR we can comply just by providing overall fresh air of the project according to ASHRAE. My second question is regarding to R-values of wall and roof for this is it mandatory that we must have a minimum R-values according to AHSRAE or if our design is not good mean we have low R-values then there is no issue regarding compliance for LEED, we know about heat gain will be more and HVAC load will increase but i want to know that we can proceed by taking low R-values as compare to ASHRAE.

Yes outside air is typically required for all occupied spaces. The R-value of the building envelop is not mandatory. You can install lower R-values. You are only required to meet the mandatory provisions and earn the minimum percent savings.
