Hi to all,
I am working on the LEED-CS certification for a shopping mall building with several restaurants and F&B spaces. It is unclear to me whether the ASHRAE 62.1 requirements apply to the tenant spaces for Core and Shell projects, particularly the minimum indoor air quality requirements.
On the other hand, is it required to meet the enhanced indoor air quality strategies in these tenant spaces if points are being pursued?

My guess is that enhanced ventilation strategies should be included. I am not sure however about the prerequisite, does anybody have successfully submitted a Core and Shell without incorporating this prerequisite in the tenants' lease agreement?

In my experience with Core & Shell, this is what I have learned:
If the CS scope of work includes the ventilation system, then it must be demonstrated that this is sized to accomodate future tenant buildouts. Even if duct layouts/sizing is not included in the CS scope of work.
If the CS scope of work does NOT include the ventilation system, then the CS application is exempt from EQp Minimum IAQ Performance.
I have seen projects that include ventilation in the CS scope of work for smoke/heat and life/safety and simply temperature control. In this instance you will need a signed letter from the HVAC designer of record to explain to GBCI that such systems are not intended for future ventilation purposes of the tenant buildouts - and hence the project is excluded from EQp Minimum IAQ Performance.
If ventilation systems are included in the CS scope of work be sure that they also meet the monitoring requirements of the prerequisite.
If points are being pursued, then the strategy must be included within the CS scope of work OR the project team will need to provide a Tenant Sales Lease Agreeement (signed by the owner and tenant) demonstrating the credit is required to be installed when the tenant space is built out at a later date.

However, I am still concerned about the meaning of "the CS scope of work". I am carrying out the certification for a mall building and there is mechanical ventilation in both the owner spaces (the design team is providing the required systems for LEED compliance) and the tenant spaces (tenants will design their own mechanical ventilation system). I would like to know specifically whether the minimum indoor air quality prerequisite applies to the tenant's spaces(i.e. monitoring, ASHRAE 62.1 sections 4-7) and therefore should be included in the lease agreement in order to become certified LEED-CS.

I would expect that GBCI will also require tenant spaces that are built out at the same time as the CS scope of work to adhere to the vent/monitoring requirements of the LEED prerequisite. Even though the design/installation of the tenant's vent system may not be under the control of the owner.
