We are working on a project wherein the interior fit-out work will be carried out in 2 phases. Consequtively the occupancy will be in 2 phases aswell.
The project proposes to complete the interior works of one half of a floor, then conduct pre-occupancy flushout and then occupy that part of the floor. Meanwhile the interior work on the other half of the same floor will continue. Upon completion, carry out pre-occupancy flushout for the other half followed by occupancy.
Is it acceptable to conduct the flush-out in 2 phases for the same floor?

If you can show, that dcutworks and volumes that are flushout separately and don't affect each other - yes.
If not - I think you have strong chances of reviewer question like "At the second flushout the first part that already was "flushouted" potentially affected by contaminants, but has no flushout - how you deal with it?".
Consider some how to combine flushout of both parts when second part would be completed, and provide reasonable calculations of such increased flushout that includes first part.
