My project has: 1-men's restroom (has a urinal), 1-women's restroom, and 8-unisex restrooms (two have urinals)
I'm confused about the Percent of Occupants (%) column. So far I've entered: Toilet (male) - 100%, Toilet (female) - 100%, Urinal - 100%
Is this correct? The toilet for male and female is the same fixture with the same flow rate. I wasn't sure if that actually needs to be 50% for male and 50% for female.

You have it right. All 3 entries should show 100%. It feels wrong, but it's just saying that 100% of your male and female occupants have access to those fixtures. They separate male/female b/c the sexes have different usage patterns.
What you will need to watch for is the table below the occupancy info near the top that asks about % of males expected to use restrooms that have urinals. Any project that has a unisex restroom (or several) should not have 100% in that cell. You'll have to estimate the % of males in your project that are likely to use those unisex restrooms on some or all occasions and subtract that % from the 100%. If the majority of males will use the regular group restrooms, you'll likely end up with that % in the 90s.
