I need to approve/reject a material described as Fire Retarding Putty. It is defined as PUTTY FRI is a ready to use putty made of vinyl acrylate co-polymer emulsion. specially selected powders. fillers and bactericides. Also it contains fire retarding agents according to E.S.1123. It can be used to treat internal wood surfaces or under layer for wallpaper.
Which category of VOC limit does this material fall under?

is it specified to be used as a coating (applied like a paint coating) or is it a filler (i.e. sealant)?

Hi Deborah,
It comes in the form of powder (i.e. grout) to be mixed with water to turn into putty for fire retardant use. So it is a filler.

If it is applied like grout (i.e. seal up joints) it's a sealant.
if it is applied over a large area surface (like you would with most fire-retardant fluid/semi-solid materials) it is a coating.
Some products can have different levels of allowable VOC, depending on its application.
