We have had to go to great GIS pains to calculate the lot and building sizes around our site because the County's records had many holes. We are just shy of non-residential FAR requirement of .8. Has anyone experienced leniency on this credit when teams do their level best to account for all lots and buildings in the radius?

Your calculations are based on existing density; what do you think your margin of error is? Not suggesting that you fudge the numbers, but perhaps make a case that your non-residential FAR is so close that different ways of reporting building area would account for the shortfall?
Hate to say this, but you'll probably need to do more research (BOMA calcs vs FAR calcs vs area reported for property taxes) to back up your case.
