I'm working on a project pursuing LEED Core&Shell Certification and I'm not sure about the following matter:
What is the correct approach when simulating fan power in the proposed case for tenant spaces?. According to Table G3.1.10d, where no cooling system exists or no cooling system has been specified, it must be identical to the system modeled in the baseline building design. Should fans be calculated with the cooling loads obtained for the tenant spaces in the proposed building design? or Do I have to use the same as the baseline building design?
The facade in the proposed building design is different from the one simulated in the baseline building desing (Vertical fenestration SC, Above grade walls U factor, etc.) so that cooling loads are different too.

If the fans have been designed model them in the Proposed. If not model them as identical to the Baseline in the Proposed.
