Factory Space Default value

Hello, We have a client who is designing a C&S factory. They are not sure who the tenant will be other than a factory space. They have no planned mechanical ventilation to install for the factory area. There are louvers which would be used for natural ventilation. Do they have to comply to ASHRAE 62.1 table 6.1 in terms of determining a default value? I do not see a factory space default value on the table. Any guidance on this is appreciated. Note - The openings for the natural ventilation are slotted louvers on the sides and back of the building. They are comparable in area to 25% of the floor space. They are fixed and not operable however.
