As the mandatory provision in ASHRAE 90.1 section 9.4, building facade lighting shall not exceed 0.2W/ft2 for each illuminated surface. In our project, we have two different lighting systems and they don't operate at the same time. So when we calculate the facade LPD, can we use the system with higher LPD, instead of adding two systems together?

I don't think so. Just because that is how it operates in design or the initial stages of occupancy does not mean that is how it will be operated into the future. I think you need to add them together for the LPD. Maybe if there were automatic controls that prevented the two from operating together you could try and make your case.
