In building a rural school, our address is technically a highway (HWY 25 to be exact). However, this is a rural road and has very little traffic and therefore is not a significant noise source. I understand the external noise monitoring requirement for urban highways that see lots of traffic, but in this situation, other than at school pickup and drop off times, there may only be 5 cars all day. Are we still required to conduct the exterior noise monitoring?
