Exterior lighting power allowance for an open-mall

Hi all, I'm currently working in a project of shopping mall (common areas + tenant areas) pursuing LEED certification (Core&Shell). The common areas include an illuminated open mall. For exterior lighting power allowance purposes, I'm not sure of the type of space that I should consider (please see ASHRAE 90.1-2010 Table 9.4.3B). I think that Sales canopies and Outdoor sales - open areas are the most close categories to the open mall. However, since the allowances are so different (6,5 W/m2 vs 2,7 W/m2), can you help me finding the applicable category? Thanks in advance,

This space may be a combination of areas. Canopies only count directly under a canopy. Outdoor sales only count where there is merchandise for sale. Sounds like much of this outdoor space is simply circulation so walkways/plaza/special feature area would also apply.
