The development (landscape and new chiller yard) associated with our LEED project reaches across a road that is owned by the city and not the client. Should the road be a part of our LEED project boundary? It doesn't feel right to exclude the disturbed site across the road, but it also doesn't seem fair to count that impervious hardscape in our calculations since the road itself was not a part of our project.
