Existing Envelop for Baseline case

I am modelling a school building where the new insulation is being added to the existing walls. Does this needs to be modelled with ASHRAE constructions for baseline case or existing envelope as per 90.1 Table G3.1 point 5f?

You can model the existing condition in the baseline.

Is it not correct to model the baseline case with ASHRAE construction as the existing building has no insulation previously and insulation is being added now?

You are allowed to model the existing conditions as indicated in Table G3.1-5 Baseline (f).
