ASHRAE 62.1-2007 requires specific exhaust rates for different space types in Table 6-4. For parking garages the requirement is 3.7 L/s/m2. I would like to ask how do we define the area of parking garage for air exhaust calculations? Is it only the area of parking spaces or is the area of the whole parking garage including parking spaces and adjacent roads? I am asking this question because the minimum exhaust rate for garages seems to be quite high.
Is there any exception or alternative path for this requirement?

I'm not sure what you mean by adjacent roads. Are you talking about the circulation space around the parking spaces? Anything inside the parking structure, including parking spaces as well as vehicle circulation space, is still part of the garage. You need to use that area in your calculations. If you are concerned about the energy penalty of the fans, you could consider a demand-controlled ventilation strategy. You can reduce the exhaust fan flow rate when measured carbon monoxide concentrations fall below a certain value.
