I had become frustrated with the lack of a database of European testing laboratories so I created my own. I thought I would share some of the laboratories that are currently doing ASTM (or equivalent) testing in Europe:
Centre Scientifique et Technique du Bâtiment (CSTB), FRANCE
University of Athens, GREECE
ENEA, Italy
Università di Modena e Reggio Emilia, ITALY
Uppsala University The Ångström Laboratory, SWEDEN
SPF-HSR, SWITZERLAND
TNO Construction and Environment, NETHERLANDS
--
Through this research I have found that most of these laboratories use European standards for emissivity and reflectance measurements for example:
CIE 130-1998 Practical Methods for Measurement of Reflectance and Transmittance
OR
ISO 9845-1. (Solar energy -- Reference solar spectral irradiance at the ground at different receiving conditions--Part 1:Direct normal and hemispherical solar irradiance for air mass 1,5
I would be interested if other projects in Europe have used other standards as equivalency for ASTM standards. Or if you could list other testing laboratories that would be greatly appreciated.

The USGBC has just released (01.02.2014) an updated Global ACP guide, http://www.usgbc.org/resources/leed-reference-guide-green-building-desig...
They list a couple more websites to look for testing labs.

This could be helpful for projects outside the USA struggling with SRI values from manufacturers.
