We have a project in Europe and like many other projects in Europe we are incinerating majority of our construction waste for energy reuse.
The project that I am working on is registered through v3, but I would like to use the new information on waste to energy systems from v4. I believe I can prove that our waste handler is compliant with these new requirements from v4.
Can our project outside the USA use this strategy(v4) to achieve this credit?

Typically compliance paths in newer versions of Rating Systems have not been available to projects that are registered under an older version. (The exception to this was the LEED-NC v2.0/v2.1 and v2.1/v2.2 transitions, which allowed hybrid applications). Although your situation makes logical sense, since the v4 is not even balloted yet, I highly doubt they will allow you to use the new compliance path. It seems like this situation would be a good request for an alternative compliance path - https://www.usgbc.org/ShowFile.aspx?DocumentID=10335. That might be a suggestion to make to USGBC while we await the release of v4. Consider reviewing the GBCI Certification Policy Manual - https://www.leedonline.com/irj/go/km/docs/documents/usgbc/leed/config/te.... As a last effort, you could request assistance from GBCI’s Contact Us - http://www.gbci.org/org-nav/contact/Contact-Us/Project-Certification-Que... and select Project Administration Question.

The ACP documentation guidance for projects outside the U.S. published October 2011, doesn't cover MRc2. A new version was supposed to be published first quarter 2012.
Do you know if that has been published? Could you send that link? Otherwise I can forward my comments to the USGBC.

I did not see an updated version but it is fairly common for USGBC to set a release date and then not meet it. Consider asking USGBC via its Contact Us - http://www.usgbc.org/ContactUS/LEEDContact.aspx?CMSPageID=2433.

Did you get any clearity about this from USGBC? We have the same problem in Norway - we are also incinerating majority of our construction waste for energy reuse.. It would have been interesting to hear about how it went in your project..

Hanne - I hope Jaida will chime in that team’s experience. I could only find this ACP document on the new USGBC website - http://new.usgbc.org/resources/leed-2009-global-acp-alternative-complian.... It is undated and does not have an ACP for MRc2. One resource to consider is the LEED International Roundtable - http://new.usgbc.org/about/committees/international and international@usgbc.org.
