EQc3 says to "prohibit the use of tobacco products inside the building...." Does this mean no smoking in the building BEFORE it is closed in (i.e. curtainwall installed) or no smoking once the building is closed in? I've searched the LEED reference guide, addenda, credit library, glossary and the LEED User forum and can't find a definitive answer.

Hi Marsha, I recommend banning smoking before it's closed in. USGBC is pretty strict when it comes to no-smoking requirements. And the Reference Guide actually recommends a smoking prohibition across the entire job site as a best practice, so I would err on the side of caution here.

I would say to prohibit smoking whether the building is closed or not since this relates to protecting the workers on the building site, their workplace, from ETS.
