Yes, Irina, epoxy floor coatings meet the SCAQMD-1113 definition of floor coatings (“opaque coatings that are formulated for or applied to flooring”). Most epoxies contain two or more components, mixed just before application, catalyzing with one another to form a solid coating. These components meet SCAQMD-1113’s definition of reactive diluents” (“a liquid which is a VOC during application and one in which, through chemical and/or physical reaction, such as polymerization, becomes an integral part of the coating). Page 4 of the Rule includes a special equation used to calculate the VOC content for coatings that contain reactive diluents. This equation calculates only the VOC that remains once the reaction is complete. Page 14 of the Rule lists the various test methods to determine the variables used in the SCAQMD VOC content calculations. Among these is Method 24: http://www.epa.gov/ttnemc01/promgate/m-24.pdf. Any laboratory that possesses the required facilities, equipment, and qualified chemists should be able to perform the tests and calculations. I do not believe that independent testing is required.
