We have a project in Russia under LEED for CS-2009 sertification.
There are technical rooms with epoxy flooring.
1) Can anybody confirm if I am wrong or right? Epoxy floors can be classified as Floor coatings and should comply requirements of SQAMD Rule 1113. According to SQAMD Rule 1113 the VOC content shall be determined by: U.S. EPA Reference Test Method 24. In which we can find item 11.2 with procedures for Multicomponent coatings. According to definitions epoxy floors can be classified as Multicomponent coatings.
2) Can a manufacturer of epoxy flooring declare results of VOC compound testing made in his laboratory? Or he will have to send samples to independent accredited laboratory in USA?

Yes, Irina, epoxy floor coatings meet the SCAQMD-1113 definition of floor coatings (“opaque coatings that are formulated for or applied to flooring”). See SCAQMD-1113:

Most epoxies contain two or more components, mixed just before application, catalyzing with one another to form a solid coating. These components meet SCAQMD-1113’s definition of reactive diluents” (“a liquid which is a VOC during application and one in which, through chemical and/or physical reaction, such as polymerization, becomes an integral part of the coating). Page 4 of the Rule includes a special equation used to calculate the VOC content for coatings that contain reactive diluents. This equation calculates only the VOC that remains once the reaction is complete.
Page 14 of the Rule lists the various test methods to determine the variables used in the SCAQMD VOC content calculations. Among these is Method 24: http://www.epa.gov/ttnemc01/promgate/m-24.pdf.
Any laboratory that possesses the required facilities, equipment, and qualified chemists should be able to perform the tests and calculations. I do not believe that independent testing is required.

Thank you Jon! Your answer is really helpfull.
Few days ago i recieved a guarded reply to my second question from GBCI:
"Based upon the information that you provided, we will accept a manufacturer’s declaration of VOC content that is tested in accordance with EPA Method 24."
So, I make a conclusion that there's no matter in which laboratory testings are made.
Hope it will help somebody else.
