Just wanted to confirm that under LEED BD+C v4 EAc2 Optimize energy perfomance, the environmental attributes of the onsite renewable energy needs to be retained for the project before I can apply the savings to EAc2: Optimize energy performance? And if the onsite PV system is owned by a 3rd party, i can apply the renewable energy percentage to EAc2 for the energy savings for the portion of the RE where the environmental attribtues are retained and the 3rd party can still sell off the remaining as RECs.
And if the renewable energy on site that is owned by a 3rd party is sold to the tenant that occupies the building in a Solar PPA and the environmental attributes are retained,it can still be applied for EAc2: OPtimize energy performance and EAc4: Renewable energy production in LEED C&S?
And if the onsite renewable energy is owned by the building owner, is a committment letter from the building owner sufficient to delcare that the environmental attributes will be retained ?

Yes they need to be retained or replaced to count. You could sell a portion of the RECs as long as enough were retained or replaced relative to what you are applying to the project. This allocation is what requires a letter from the owner.
Yes you should still be able to apply the renewables in CS if the RECs are retained or replaced.
A committment letter to retain the RECs is not enough. It must be included in a contract.
