Hello,
It been a little hard to draw the line between the enhanced commissioning scope and the measurement and verification scope. Since I see that with enhanced commissioning the Cx Agent, may be required to verify performance after 8-10 months of occupancy, ho can his tasks correlate to the Measurement and Verification process?

The CxA is not required to "verify performance", they are to review the operation of the system in that time frame and help the owner develop a plan of action. This is not at all connected with M&V.
The only interaction the CxA should have is to commission the sensors feeding information to the M&V system, unless of course the scope of the CxA is expanded to include the M&V scope.

Can I develop an M&V plan as a design team member for EA credit 5 without the CxA's input? Are EAc5 and EAc3 mutually exclusive? Thanks in advance.

Anyone can develop the M&V plan. The CxA should commission the meters and programming at a minimum. The implementation of the M&V is by the owner with technical help as required. Having a good CxA can help this process along with the energy modeler and technical assistance from the controls company.
