In performing the initial analysis of the Energy Star score for our building it has become apparent we are teetering on the line of a 69.
Is it required to hold an Energy Star score of 69+ for an entire 12 month period before certification or can the score dip below 69 for a month and still go through certification if it holds a 69+ at the time (not having a year straight of 69+)?

You need to be 69 at the end of the performance period. Energy Star uses 11 month's worth of data so whatever your score is, you've essentially had that for the past year. You just need to make sure you're at least 69 when you end the performance period.
