James, Seems like you would need to do the benchmarking per the US EPA Portfolio Manager Tool according to the guidelines for international projects in the LEED Reference Guide, as I haven't heard before of a country-specific alternative tool being used. Definitely seems like CIR territory though, if you are proposing something other than use of the standard US EPA Energy Star benchmarking.

Hi Jenny, thanks. As i know, they have signed a MOU (momerandum of understanding) between Taiwan EPA and US EPA. therefore, the work standard + criteria should be the same. i trying to get some answer from US EPA, and hope they could reply back to me.
