The proposed building is a dormitory served using individual fan coils (with no outside air in the fan coils) and the outside air for the building being supplied by a single dedicated outside air unit. The dedicated outside air unit is over 5000 cfm and is 100% outside air. In the proposed building, the dedicated outside air unit has a heat recovery wheel.

The baseline building is required to be a type 2 system (PTAC with gas boiler heat). There are not any individual spaces that require 5000 cfm or over 70% outside air.

Is the baseline building required to be modeled with energy recovery because my proposed dedicated outside air unit meets the requirements of G3.1.2.10 (since we choose to group all the exhaust together to recover the energy)? Or can the baseline building be modeled without energy recovery?
