Good afternoon.
I have a LEED EB-OM v2009 process that was suspended during the Corona Virus pandemic and is planning to resume. We had a period from March-2020 to July-2020 when energy consumption was drastically reduced due to a complete shutdown.
Should I submit all the information and explain as a special circumstance that in this period there was no operation? Or should I use an annual average of energy consumption and consider it in this interval?
This process will be restarted now.

I think you definetly should provide a narrative explaning the Covid-19 situation.
You should account for the reduced occupancy for this period, the same way it is done for vacant spaces in a commercial building; a few prerequisites and credits should be adjusted according to the occupancy. The final building occupancy for the entire performance period would be weighted value.
