electric transformer

In the building there is an electric transformer that transforms the electricity coming from the grid into low voltage energy. The transformer is particularly efficient. To declare energy savings I know that I shall document a "baseline transformer" that is relative to technical standards and to transformers that are typically used locally. Could I consider those savings for all the equipment that is supplied by the transformer? Both process equipment and HVAC systems (and other regulated energy)? Regards
