I have not seen that IRECs have been granted equivalency to Green-e for LEED projects. Looks like GBCI should take a look. You could prompt that review with a LEED Interpretation request.
I would think that you could use EKOenergy instead of the Brasilian RECs. Projects in Brasil can use Green-e RECs so I would think that EKOenergy could be used as well.

I have used I-RECs for LEED certification purposes, as a replacement of Green-e, and it has been accepted.
I'd be prudent to confirm with GBCI about the use of EKOenegy and offsets though. Looks clear they're eligible, but I'd like to have an official confirmation before submitting so I'm not exposed to any risk.
Could you kindly let me know how to prompt a review with a LEED Interpretation request?

So you can submit a LEED Interpretation (with a fee) and get a definite answer. This is submitted within LEED Online and is associated with a specific project. You could also try to just submit an inquiry here - https://www.usgbc.org/contactus .
