I have a CS project in Seattle and would like to use the local energy code as the basis of design for areas outside of the Owner's scope of work. The City Code requires greater efficency than the ASHRAE baseline, but the Lease does not identify the specific standards of the Code, only that the TI work must conform to the Code. Is that considered a sufficently specific Lease language to allow me to use the Code minimums rather than the ASHRAE baseline?
