ASHRAE's table G3.1, section 5(a), states the baseline model should not shade itself. If that is the case do you exclude surrounding buildings when calculating the baseline model even if the project is located in a urban context? Do you include the urban context when calculating the proposed design? thanks.

Great Question!
I would exclude the surrounding buildings since the surrounding buildings may be torn down, or modified, prior to the demolition of the LEED project building. Also, in my experience LEED project reviewers interpret ASHRAE 90.1 to the full extent, i.e. "...does not shade itself" means "do not include shading in the Baseline".
