The reference guide for this credit (v 2009) mentions that "The line of sight can pass through 2 interior glazing surfaces."
Our building has a double skin facade with two glass layers that are about 2 meters apart. The space between the two layers isn't fully conditioned and it isn't regularly occupied, although it serves as emergency egress with egress stairs and emergency exit doors at ground level.
Do both layers of the double skin facade count as exterior glazing? Or is the inner layer an "interior glazing surface?"

The inner layer of your facade would be considered interior glass since the space between can be occupied.

I would say that if the space between the two layers is exposed to the elements, (if rain can fall between them, for example) then I would consider this layer your exterior layer. If not, I would consider it one of the interior layers.
