Hello Ward,
We had a situation where the smoking location was actually IN the parking garage on a LEED for Existing Building project. The GBCI required us to adhere to the following guidance:
"When the designated smoking area is located in a parking garage it is at least 25 feet away from all regularly-used circulation or congregation areas, building entries, windows, and building air intakes. The designated smoking area is also located adjacent to a large opening to the outside."

This at least gives an indicator about how GBCI would rule. Thanks David!
