My CI project is a TI within a large multi-tenant building that is already EBOM certified. Bike racks and showers are in place, and were not augmented as part of this TI. Per many of the comments here, I'd love to document bike rack and shower access on a building level, since neither of these amenities are dedicated to a particular tenant. But within LEED Online, the occupant counts are pre-populated from PIf3 (Occupant and Usage Data) and can't be over-written. Should I just drop my building-level calculations into a "special circumstances" narrative and call it a day? Seems a little messy, but I'm not seeing another route...

Was this ever answered? We are having a similar issue. I put it under "special circumstances" as well and included an email from the building manager stating the number of occupants. Did you get the credit for this?
