For certification of at the plan stage I assume that GBCI doesn't expect a building to be constructed and certified. What documentation would provide sufficient proof of intent to certify a building to meet this prerequisite at the plan stage? Is a proposed location and checklist enough? Does the building need to be registered as a project in LEED online?

David, another belated response: under the Plan rating system (equivalent to v2009 Stages 1 and 2) you need to register the building. One exception is a case where either a local government ordinance or a private contractual agreement requires that a building be certified at some future date after ND certification, e.g. a master developer conditioning property sales to individual future builders.
