I hope you all be fine during Covid-19 pandemic time.
I am going to submit for Design review (Split certification). However, there is some delay from our client's engineers about the Exceptional Method Calculation (their data/proof of improvement of equipement to claim for additional energy savings from manufacturing process energy).
I have a question to ask for your advice: Do EAp2 have to be reviewed at Design review phase? If yes, do I have to submit EAp2 without EMC and will supplement it during the Construction phase review?

You can defer design phase credits until the construction review. I would recommend that you do that for this prerequsite. If you submitted during the design phase with the intention of submitted the exceptional calculation in the construction phase then you would need to pay for an appeal as the prerequsite would have already recieved two rounds of review.
