For the Surrounding diversity and diverse use criteria, the Manual language is a bit confusing. The manual says that the counted uses must represent at least three of the five categories “ exclusive of the building’s primary use”. Does that mean if my primary building is a police station, I cannot use any other building that falls in the primary category of ‘Civic and community facilities’ like a hospital or a library???? Or does it mean I can not document another police station in that diverse use list. Please Advise.

I'm struggling with the same issue. In the first option, that excludes almost all of the use types surrounding my site if I can't document other use types in the Use CATEGORY. Did you ever recieve advice on this?

As long as you satisfy the Credit thresholds, you can list as many diverse uses as you like. You just have to include least three of the five categories “ exclusive of the building’s primary use”. So your project - a police station, is considered a "Civic and Community Facility" (see the Ref Manual Appendix 1.) You may list other civic and community facilities, but you also have to list uses that are in THREE other categories. The other four Categories are Food Retail, Community-serving Retail, Services, and Community Anchor Uses.
You also cannot count more than two facilities of the same Use Type, i.e. no more than two police stations.
