For VOC compliance for a paint/coating, the language is as follows: "All paints and coatings wet-applied on site must meet the applicable VOC limits of the California Air Resources Board (CARB) 2007, Suggested Control Measure (SCM) for Architectural Coatings, or the South Coast Air Quality Management District (SCAQMD) Rule 1113, effective June 3, 2011."
Is it possible to have a product be compliant based on one Regulation and non-compliant based on another? As an example, Dry Fog Coatings:
SCAQMD Rule 1113 - 50 g/l
CARB 2007 - 150 g/l

And there are no guides on which one takes precedence? Your spec probably states that the most stringent requirement takes precedence. It is a little broad but that probably applies here as well. But there are two basic types of dry fall coatings and you need to match the technical need for one type over the other. The one you need may be a higher VOC than the 50g/L, just a hint.
