When applying daylight sensors in a project the amount of EFLH between proposed and baseline model will differ since the power of lighting is reduced. Hence, the proposed model will have fewer EFLH than the baseline one. Will this be understood during a project review?

Yes it should be understood by the reviewer but it can never hurt to explain things in a narrative. So many review comments would be eliminated if modelers would provide an explanation for any anomolies in the inputs and the results. Such a narrative is your best LEED friend.
