Hello -
We have a project pursuing certification that is served by a DES owned by a hospital in a downtown metro area. Our building is post-secondary. Do the DES refrigerant requirements apply in this instance since we do not have control over nor ability to agree to a 5-year CFC phase out plan?

The 'economically infeasible' path was removed and v4 requires a phase out within 5 years of substantial completion of the project.
I am not aware of a "project team does not have control over decisions made at the DES level" path through this prereq.

@Dave, Thank you. You hit on the nature of my question exactly. Perhaps this is just as simple as a purchased utility. Hospital DES is the utility provider and our project is the service address. I think a CIR along with an example utility bill is needed to obtain a final ruling on this. Thank you!
