Can a project still be eligible to apply for the single point for Case 2 if the project's utility does offer a DR program but the project doesn't sign up for it due to the requirements of the DR program require more load shedding than would be realistically possible for the site? This assumes the building provides the infrastructure to possible participate in the future if DR requirements change.
The project consists of a medium sized office building with a modest electrical load but the utility DR program requirements state at least 200kW of load to be shedded to participate. This 200kW minimum is not matched appropriately to feasibly work for the size of the office building to comply.
