In the case of the Fully Automated Response Event Management, is the Meter that is shown providing feedback to the Utility/ISO/CSP suppose to be the Utility's Meter that comes with the Electrical Service? Or does a more advanced separate Tenant Metering system (in addition to the Utility Meter) need to be installed to report building Interval meter load information back to the Utility/ISO/CSP to view load data? In the case of the Semi Automated Response Event Management, is Interval metered feedback required by the utility at all?

I would think that the utility meter would be the one to provide the information the utility needs. I am not sure about the interval metered feedback requirements of the utility. Probaly need to ask the utility.

If the Utility's Demand Response program doesn't require special equipment to participate, provided there is metered service, then the following requirement is irrelevant?
"Install interval recording meters with communications and ability for the building automation system to accept an external price or control signal."
In the case of this local Utility, demand response dispatches are sent to the building manager who can ignore them, if necessary. The only penalty is a reduction in the potential quarterly credit.

If the utility has a demand response program then Option 2 is irrelevant. SInce this is a part of the option 2 requirement it is irrelevant in your case. Sounds like the real question is would signing up for a demand response program that is entirely optional to participate in meet the LEED requirements for such a program. Sounds iffy to me but I don't know for sure.
