In the credit guide it states that faucets for hand washing in clean and dirty utility rooms can be excluded from the calculations. Does anyone have a good definition of what a utility room is considered to be? For example, in a workshop type building , could a utility room be used for hand washing?

A dirty or Soiled Utility room (and clean utility) is a code-defined type of room in healthcare/hospital use/occupancy. It is safe to say, all water use in those rooms would be considered a 'process' use/consumption (and critical to infection control which is occupant health and safety).
You could make a similar argument about a workshop type building's water fixtures that are necessary (and only) for process function to be excluded from regulated/restroom uses. Do keep are record/document of this argument for submission. However, I'd still promote conservation and responsible use of water in most situations. Unless it is a truly different type of use/consumption like a kitchen's cooking sink's pot filling pedals, infection control in healthcare, irrigation in a greenhouse...?
