Per the glossary on usgbc's website, informal transit is defined as:
a transit service in which individuals travel together in a passenger car or small van that seats at least four people. It can include human-powered conveyances, which must accommodate at least two people. It must include an enclosed passenger seating area, fixed route service, fixed fare structure, regular operation, and the ability to pick up multiple riders.
I tried informal transit on a project in Haiti. But because we could not demonstrate regular operation, nor a fixed route, or an enclosed passenger seating area, and fares were negotiated....GBCI did not approve our approach. (maybe we should not have tried this in the first place)
All the requirements that come along with "informal" sounds pretty formal to me.
