We've been discussing this internally and have people on both sides of the fence. Would a designated smoking area fall under the definition of a site element that accommodates outdoor social activities? We've found that smoking areas tend to act as gathering areas and foster social interaction, but I'm not sure they meet the intent of the credit.

Hi Dee,
Technically it appears to meet the requirement of "a pedestrian-oriented paving or turf area with physical site elements that accommodate outdoor social activities" but its not clear if USGBC/GBCI would accept it given the health implications of smoking. The project might want to consider a CIR or take a gamble with the smoking area and have a backup credit in mind.
