We've gotten the go to engage a CxA for a very large project, but it's really late for the first building, which is very close to complete CDs. The contracting process is likely to be onerous and drag out a bit, so we're trying to find a stopgap solution. A team member wondered if we could engage someone quickly to do the design review portions, and then reassign if they proved not to end up the successful party for the complete scope. What do you think? Does it sound like a bait and switch? It would still be an independent party, but might possibly require a handoff and download to someone else later.

Although me or my firm has not run into this before, I would expect that a change in CxA would not prevent you from achieving the credit. Changes in the CxA can come about for many different reasons. Emphasis would need to be placed on ensuring that all required services are performed and nothing gets lost in the potential change in Cx providers.
I would suggest that you move quickly to address the OPR and BOD for this initial building get the design review completed so any potential improvements can be included in your design documents.
