Two questions. 1) We are going for all commissioning points on a LEED V4 CI project. The project handover has occurred, but the BMS is still not totally complete and some Cx items are still outstanding. In particular, trend logs have not been set up and not all point-to-point tests are complete (especially for energy meters). Also - training plan / attendee list hasn't happened yet, as they are still hiring the operations team. We are getting pressured by the LEED consultant to submit our documentation now, as all other LEED paperwork is complete. Does anyone have any experience with this? ALL HVAC and electrical equipment Cx is complete, as of now. Can we write the Cx-report now as -is for submission and then update upon completion? 2) Related to above, when submitting the project for LEED....does all documentation get submitted at once? or can you provide some credit documentation later than others for review? One colleague was mentioning that they submitted the Systems Manual and Cx plan for a project, and then the other documentation (final issues log, Cx report...etc) were submitted later. That doesn't sounnd possible to me, based on my experience with LEED reviews, but perhaps it has changed. Can someone confirm the submission process?

There is no way to submit later related to the commissioning. The basis of this question is really how much has to be complete before you can submit? We know that the 10-month review does not have to be done...you need to upload a contract showing that it will be completed. After that, it is always going to be up to the reviewers' opinion of completion. Remember, there is no such thing as a Systems Manual under v4. Also, so much is required under fundamental now versus what used to be under enhanced. I do not have direct experience with a v4 submission yet, but in the many projects that I have been involved with, the whole commissioning process has never been done. It has always been close, but never complete. This takes time and cooperation of all parties to get to this near-complete status. At submission, I have had some action items still open, with valid reasons and a schedule for completion. Some systems have even not been functionally tested due to seasonal needs, but any tests that can be done regardless of the season are done. I have also always included a detailed explanation of what remains, why they are not done, and when they will be completed.
