I am working on a project, evaluating the feasibility of this credit and have questions regarding definitions:
"Local", in regard to the local workforce: How close do the workers need to live from the jobsite? Within the same city? Within 50 miles?
How do you determine 75% of "new hires"? Is that labor that is hired specifically for the SITES project? We have a very small project and many subcontractors will not need to hire additional labor to meet the needs of the project.

We actually asked the GBCI your first question and received the following response:
"Thank you for contacting GBCI regarding SITES HHWB C6.11: Support Local Economy credit requirements.
The term local was intentionally not defined with the expectation that project teams would define the term in reference to their specific location. Proposals discussed during development of the standard included within the county and less than 50 miles from the site.
Its important to note that "local" probably has different meanings based on where a project is located and the type of funding that might be used toward the project, so we would encourage the team to define "local" for their specific situation."
Unfortunately, I can not help on the second question however it wouldn't surprise me if it is similar logic.
